The goal of SDG 9, Industry, Innovation, and Infrastructure, is to build resilient infrastructure, promote sustainable industrialization, and foster innovation, which are critical for economic growth, social development, and climate action. Effective infrastructure, sustainable industrial practices, and technological advancements are foundational to solving global challenges and achieving prosperity. This goal also emphasizes the need for equal and universal access to financial markets and information, ensuring inclusive growth and job creation.

The infrastructure we develop today is essential for the future. To keep pace with evolving global demands, industries and infrastructure must be upgraded, promoting innovative, sustainable technologies that ensure long-term societal stability and prosperity.

For OSTIM Technical University, the contributions to SDG 9 are measured by its active involvement in research, patents, and industry collaborations. Key metrics include:

  • Number of spin-offs: These companies are created to commercialize intellectual property from university research, either with institutional ownership or independent of the university. They must be operational for at least three years.
  • Research income: This includes income from industry and commerce for research purposes, excluding government or general funding. It is calculated based on revenue from industry-related research activities, not including donations or teaching income.
  • Faculty and staff involvement: The university tracks the number of employees, including academic staff in various fields such as Science, Technology, Engineering, Medicine, and Social Sciences.

In terms of sustainable industrialization, the university plays a pivotal role by fostering practices that minimize waste, enhance energy efficiency, and encourage the use of renewable energy sources. OSTIM also supports eco-certifications and adherence to international environmental standards among industries.

The university places significant emphasis on supporting Small and Medium Enterprises (SMEs), offering access to financing, technical assistance, and market opportunities. Moreover, it aids SMEs in integrating into global value chains and adopting advanced manufacturing technologies.

Additionally, Research and Development (R&D) investments are a priority, both from public and private sectors. The university works closely with industries to promote technological advancements and innovation ecosystems, accelerating the commercialization of new technologies.

To further stimulate innovation, Innovation Hubs and Technology Parks are created, providing collaborative spaces where startups, established companies, and researchers can work together. OSTIM offers incentives like tax breaks, grants, and access to facilities to support R&D activities.

These policies aim to foster sustainable industrial growth through modern infrastructure and a thriving innovation ecosystem. By focusing on inclusivity, sustainability, and resilience, they contribute to the broader goal of achieving sustainable development through industry, innovation, and infrastructure.

Universities like OSTIM play a crucial role in driving economic, social, and cultural development. Their impact stems from several factors, including the generation of human capital, fostering innovation, and supporting democratic values. The university’s role in societal development is also influenced by the continuous collaboration between industry, government, and academia, often referred to as the Triple Helix Model. The success of this model lies in its ability to drive long-term, sustainable growth by creating dynamic synergies across sectors.

OSTIM Technical University aligns with the Triple Helix Model in its strategy and action plans, focusing on collaboration between the university, industry, and the public sector to achieve economic, social, and cultural development. This model forms the backbone of the university’s Strategy and Action Plan, which aims to transform the institution into a third-generation, entrepreneurial, and thematic university.

Third-generation universities are characterized by a focus on innovation, entrepreneurship, internationalization, and experience-based learning. Key attributes include:

  • Knowledge valorization as a central activity
  • Collaborative partnerships with multiple stakeholders
  • Focus on interdisciplinary research
  • Emphasis on multiculturalism and cosmopolitan values
  • Global outreach with minimal state intervention

In this new ecosystem, universities must adapt to the globalized world, where information, technology, and communication are evolving rapidly. This shift requires universities to reorganize their education and management models to maintain global competitiveness. Innovation, research, and development, in particular, play a central role in improving education and training services to meet the needs of both the business world and society at large.

OSTIM Technical University’s Strategy and Action Plan articulates a comprehensive approach to achieve a global, deep, and strong vision for its future. The university’s mission is to train highly skilled individuals equipped with the competencies required by the digital production ecosystem, while creating economic, social, and environmental value through sustainable development-oriented initiatives.

The university’s main mission focuses on integrating theory and practice, emphasizing talent and competence. It operates as a multicultural, entrepreneurial institution with a democratic approach, collaborating with various stakeholders to produce creative solutions.

OSTIM Technical University is structured to address both inward and outward-facing goals, organized around five target-oriented sub-missions:

  1. Academic Education and Skills Development: Focusing on high-quality education and practical experience.
  2. Science, Technology, R&D, Innovation, and Entrepreneurship: Encouraging research-driven innovation and entrepreneurship.
  3. National Development and Growth: Contributing to national industrial, trade, and societal development.
  4. Cultural and Intellectual Value Creation: Enriching the community by creating cultural and intellectual assets.
  5. Developing Innovative and Entrepreneurial Leaders: Shaping future leaders with the skills to drive change.

The university’s education and training policies are rooted in the values of integrity and collaboration, focusing on management processes, scientific activities, and administrative frameworks. The strategic components of the university’s plan ensure alignment with global standards and prioritize creating a sustainable and resilient ecosystem for learning and innovation.

In conclusion, Industry, Innovation, and Infrastructure is a key SDG that underscores the importance of resilient infrastructure, sustainable industrialization, and innovation for global prosperity. OSTIM Technical University’s approach integrates these principles through strategic planning, fostering innovation, supporting SMEs, and contributing to national and global development. By combining theory and practice, and leveraging collaboration across sectors, OSTIM is preparing the future leaders who will drive the next wave of economic, social, and technological advancements.

Background

OSTIM, one of Ankara's leading industrial zones, has become an SME hub with international brand value, hosting over 6,500 businesses and employing more than 65,000 people across 17 sectors and 139 industries. Founded in 1967 by Cevat Dündar and other entrepreneurs, OSTIM pioneered the concepts of "collaborative competition" and "power union" in Turkey's SME sector.

In 1997, it obtained the status of an Organized Industrial Zone (OIZ), strengthening its production ecosystem by offering quality infrastructure and services tailored to businesses' needs. OSTIM provides a one-stop solution for investment, permits, and infrastructure, ensuring efficiency and speed. Operating 24/7, it offers a safe and efficient environment for production, housing not just businesses but also public service units, living spaces, health, education, and civil society organizations.

OSTIM's institutions specialize in supporting business development, offering services in education, consultancy, R&D, technology transfer, marketing, and more. The region has become highly competitive, particularly in sectors such as defense, aviation, rail systems, medical technology, industrial machinery, and energy, among others. This has led to the growth of businesses with advanced design and production capabilities, enabling them to undertake large-scale projects.

Strategic sectors within OSTIM are organized into clusters, fostering collaboration not only within Ankara but also with national industries. These clusters, focusing on areas like defense, communication technologies, and energy, facilitate the efficient development of innovative products and projects through knowledge-sharing and strong industry connections.
